The Godavari River empties its water into the Bay of Bengal after flowing nearly fifty miles from the Dhavaleshwaram Barrage. Rajamahendravaram is a city situated on the left bank of Godavari River. Upstream, where the river is divided into two streams; the Gautami to the left and the Vasistha to the right, forms the joining line between the West Godavari and the East Godavari districts. The dam alignment crosses two mid stream islands.
It was built by Sir Arthur Cotton in 1850's and still it is one of the Oldest, Beautiful and Major Reservoir System in South India.
He made Godavari districts into Golden Lands and now they're Rice Bowls of India.
Between 1970-82, the barrage was reconstructed to a height of 10.6 m. The reservoir at present has a gross storage capacity of 83 MCM(million cubic meters)(2.93 Tmc ft) and a dead storage of 2.02 Tmc ft at 40 feet (12 m) MSL.
The Barrage consists of 4 arms with 175 bays having a length of 3.599 Kms. It benefits 65 mandals of East and West Godavari with 2 crops annually supplying water utilisation of nearly 100 Tmc ft.
On a Whole, it is a Must Visit Place.

Though the water seems murky, a bike ride on the bridge by the waters and wind was amazing. It has greenery and a cozy small house nearby which make a great photo point. Parking would be a problem as there's no parking space and police would often clear the area up.
It's a must watch spot if your are visiting Rajahmundry. It's 5km from Rajahmundry Railway station. There is a Cotton Musuem which depicts the struggle undergone during construction of the barrage. Dowlaishwaram Barrage was built by Artur Cotton. So it gives a spectacular view in the morning and during sunset.

It is the most pleasant area in Rajahmundry especially when the gates of the barrage is opened it is beautiful to watch the excess water flowing outside the barrage towards the sea

(Visited in December 2018) - This barrage was built in late 19th Century by the legendary British Engineer Sir Arthur Cotton with the assistance of people like Veenam Veeranna etc. With the construction of this barrage and a series of aqueducts and canals, the name 'rice bowl' sticked to Godavari districts. There is a huge potential for heritage tourism along with the museum nearby, but I'm sad no one notices this...
