It is managed by Bhoomi Handicrafts as per my knowledge, it is being operated in Bhuj since many generations and is very famous for clothing and handicrafts. Very reputed place. I bought Kurtis. They showed me many different types of items. It is heavily rushed and a prominent place to shop especially in holidays and Rann Utsav. Many outsiders shop from here not just locals.
