The katta is a like a stage for kalakars or u can say it is on of the place for performers to perform on street . Like for street performars place. You can easily find there artis or singers performing there and ppls around enjoying and praising and cheering for them. So when u are in pune do not forget to visit and have a selfie there.
I visited the FC road area for the first time after start to the pandemic. I was pleasantly surprised to see such a facility for passionate artists to showcase their talent publicly. When I was there, I saw a singer singing a hindi song and playing his guitar. Many by walkers were stopping by to listen and cheer the singer. Few of them.wer clicking photos as well. Happy to see such places in hustle of the city.

Pune: Goodluck Chowk Gets 'klaakaar kttttaa' To Inspire Budding Artists A confluence of painting, dance, and film has been created in the available space at Goodluck Chowk. Three metal sculptures 10 feet high have been installed. This is to promote the art culture of Pune to the people of Pune who visit this road. In the open space in front of this Goodluck Cafe, an artist katta (platform) has been set up. Various artefacts have been installed here as well. This platform will be used for conversation as well as help budding artists to present their art.
Good facility created by allocating price space on footpath at Deccan. This will be utilised by many upcoming & future artists. People moving around also will enjoy the art with minimum or no cost. I have seen many such places around the world where new artists display their art but such nominated place seen first time. Great initiative by authorities. Appreciated the same.
