I suggest you either travel by vehicle or rope way better avoid steps to climb the hill.
On the hill their is lord mighty god Shiva Parvati statue.
No water in middle when traveling by steps.Vehicles are available at a cost of 50 rs/- per head.
After full enjoyment while returning we travelled through ropeway.

Perfect Urban trekking spot. Climb to the top of the hill to see the whole of Vizag, the mountains meeting the sea.
The entry fee to Kailasagiri is Rs10/-. Autos do not go up. Only buses, cars and jeeps. You can also go up by the cable car. There is a ticket for the cable car - Rs150 per person. Once you reach up, take photos, you will come across the toy train. The toy train will take you around the top of the hill. The tickets for the AC coaches is Rs150/- per person. Take the right side seats when you are going to sit, the view is on that side. There is also a setup for reverse bungee jumping on top of the hill. I do not know the price for this.
